A relationship includes an agreement
Begin with a real partnership and ask what each person has agreed to do, what remains unspoken and how disagreements are handled. A seventh-house reflection is more useful when it clarifies those questions than when it predicts a spouse's appearance or personality.
Traditional readings also include open opponents and disputes among this house's topics. This does not license calling a person an enemy because of a chart. The same broad idea of meeting a counterpart can describe cooperation or disagreement; actual behavior distinguishes them.
The Descendant is exactly opposite the Ascendant
Add 180° to the Ascendant longitude and wrap within 360° to find the Descendant. In equal houses, that degree starts the seventh house. In whole sign, the seventh begins at 0° of the sign opposite the rising sign, so the exact Descendant lies within the house.
The seventh is angular, but a planet in a whole sign seventh house is not necessarily conjunct the Descendant. Compare degrees before claiming closeness to the angle. A symbolic house assignment and a small angular separation are different observations.
Partnership cannot be reduced to one placement
House seven is not always Libra, and Venus does not automatically rule it. Use the actual sign and stated tradition. Reliable birth time and location are required for a personal house claim; neither a guessed time nor an empty seventh house can establish whether marriage will happen.
A CONCRETE EXAMPLE
Worked arithmetic example: in the seventh, before the Descendant
Suppose an invented Ascendant is 24° Aries, longitude 24°. The Descendant is 204°, or 24° Libra. A Venus position of 190°, or 10° Libra, is 14° before that angle in zodiac order.
Whole sign assigns all of Libra to the seventh house, so Venus is seventh-house there. Equal houses place the sixth interval from 174° to 204°, making the same Venus sixth-house. The comparison changes a topic assignment; it does not change a relationship or establish its prospects.

Does an empty seventh house mean I will not marry?
No. It describes the lack of displayed bodies in that interval, not the absence or future of a partnership. Relationships require evidence beyond a natal chart.
