# Sky Degrees Qizheng public preview: release notices

Copyright (C) 2026 Meridian contributors. Preview release: 2026-09-17.

The covered Qizheng program, required calculation helpers, HTTP adapter,
adapted interface and original build controls are distributed under
GPL-3.0-or-later. Commercial operation, modification and redistribution are
permitted under its terms. Preserve copyright, licence and modification
notices, and supply corresponding source when required. No warranty or
endorsement is given. This release does not relicense the unrelated private
Western, authentication or database application.

Traditional rules, lookup resources, explanatory text, display rules and their
English translations retain Moira provenance: Copyright (C) 2004-2015 At Home
Projects, originally GPL-2.0-or-later and adapted using its permitted GPLv3
path. Source-level notices and licenses/upstream/MOIRA-RULES-NOTICE.txt remain
intact. New composition, geometry, translation and packaging modifications
retain their distinct authorship. See qizheng/NOTICE.md and source comments.

The explicit 2026-09-17 preview publication decision covers only these reviewed,
independently structured stellar factual subsets (54 unique objects):

Source: Hoffleit and Warren, Bright Star Catalogue, fifth revised preliminary
edition, as distributed by NASA HEASARC BSC5P. qizheng/data/NOTICE.md preserves
the dataset-specific NASA rights record, retrieval provenance, bounded factual
reuse assessment, territorial/third-party/contractual/database-right
qualifications, and separate GPL mapping/schema provenance. These facts are
not relicensed as newly authored GPL measurements. No worldwide whole-catalogue
open-data licence, database clearance or endorsement is asserted. This limited
preview decision supersedes earlier project staging-only publication statements
for these exact two files; it changes neither the underlying legal assessment
nor upstream licence terms. No raw catalogue or bulk extraction is included.

Mean-apogee inclination acknowledges Adrian Price-Whelan/SDSS (BSD-3-Clause).
ERFA/PyERFA retain their BSD-style terms and SOFA heritage. Skyfield, jplephem,
sgp4, NumPy components, tzdata Apache/IANA and unchanged certifi MPL notices are
preserved. Next/React and frontend build dependencies retain their own terms;
fixed requirements and the frozen lockfile identify packages to obtain
separately. Dependency binaries are not bundled. CircularNatal Unlicense,
site-font OFL, GeoNames and scaffold notices remain for the covered context;
the private site shell, fonts and city database are not included.

DE440 and IERS scientific binaries are not in this archive. Their fixed
manifests, attribution and official data-preparation/hash-verification controls
are included. The rolling IERS URL may not supply the historical snapshot;
obtain the exact snapshot separately. No new IERS redistribution right is
asserted. No original Moira/Swiss runtime, legacy ephemeris, HYG/SIMBAD dataset,
research fixture, credential or private birth record is included.

This is a public preview, not full scientific or feature acceptance.
release_ready=false remains unchanged. Extended modes, complete boundary
comparisons and full interaction/export acceptance remain unfinished. Modern
time and angular models retain documented differences from the designated
Moira configuration. No complete parity, universal error bound, or validity
of astrological prediction is claimed. Publication permission does not turn
unfinished verification into a passed result.

The separate historical basic download remains byte-for-byte preserved:
